Ohio ADAMH Boards are legislatively responsible for creating and maintaining a county hub program to combat opioid addiction. The purposes of the program are as follows:
1. To strengthen county and community efforts to prevent and treat opioid addiction;
2. To educate youth and adults about the dangers of opioid addiction and that negative effects it has on society;
3. To promote family building and workforce development as ways of combatting opioid addiction in communities;
4. To encourage community engagement efforts to address the purposes specified in 1-3.
The Gallia-Jackson-Meigs ADAMH Board is supporting and utilizing prevention coalitions in each county to accomplish these goals. Each group is actively working to address the expectations set forth as well as many other prevention efforts in their respective counties.
Coalitions are comprised of individuals, businesses, agencies, organizations, schools, faith-based leaders and more. All coalitions are open to the public and all are encouraged to attend and participate.
Our mission is to educate, empower, and unite our community to decrease alcohol and substance use, while encouraging help-seeking behaviors to lessen the effects of addiction in Gallia County.
A united front in our commitment to prevention, education, and support, fostering a culture of well-being and resilience.
To promote prevention, deliver education, and cultivate connections by providing valuable and timely resources and opportunities to the people of Gallia County.

It is the mission of Jackson Substance-abuse Prevention and Addiction Resource Council (SPARC) to work as a community to reduce and prevent addiction through education and support with a vision for a community free of addiction.

The Strategic Prevention Framework-Partnerships for Success (SPF-PFS) initiative in Gallia, Jackson, and Meigs Counties is a community-driven effort aimed at preventing underage drinking and strengthening substance misuse prevention infrastructure. This project is a collaboration between the Gallia, Jackson, Meigs Alcohol, Drug Addiction, and Mental Health (ADAMH) Board and local coalitions, with support from Ohio University’s Voinovich School of Leadership and Public Service and the Pacific Institute for Research and Evaluation.
1. Expansion of SPF-PFS in 2021
Gallia, Jackson, and Meigs counties joined the SPF-PFS initiative through ADAMH funding.
Local coalitions formed a Prevention Data Committee to assess youth substance use trends.
2. Community-Based Research and Strategic Planning
Conducted the Ohio Healthy Youth Environments Survey (OHYES!) to collect local youth substance use data.
Completed a Community Risk Assessment to identify key factors influencing underage drinking.
Applied the Community Coalition Action Theory (CCAT) to strengthen coalition structures and partnerships.
Developed a strategic prevention plan based on collected data to guide future actions.
3. Building Coalition Capacity
Funding supported coalition training on effective prevention strategies.
Resources were provided to clarify the operational structures and roles of local coalitions.
Technical assistance from the Voinovich School and Pacific Institute for Research and Evaluation ensured best practices in prevention efforts.
4. Future Goals and Sustainability
Coalitions are working to secure additional funding for sustained prevention efforts.
Plans to expand outreach and educational campaigns to further reduce underage drinking rates.
Ongoing community engagement ensures local input and adaptability of strategies.
The SPF-PFS initiative in Gallia, Jackson, and Meigs Counties is a data-driven, evidence-informed effort that empowers communities to proactively address youth substance misuse, fostering healthier environments for future generations.
